Bulova Technologies LLC*, Lancaster, Pa., is being awarded $21,191,302 (first year total) as part of a firm-fixed-price multi-year contract with a cumulative total of $67,693,829 for M762A1/M767A1 electronic time artillery fuze production, first article testing, 135,600 M762A1 production quantity, 64 M762A1 modified fuzes, 50 M762A1 inert fuzes, 10 M762A1 inert fuze models and an option for 45,680 M672A1 electronic time fuzes. Work will be performed in Lancaster, Pa. (67.71%); East Camden, Ark. (2.90%); Clear Lake, S.D. (6.62%); Atglen, Pa. (1.60%); Horsham, Pa. (5.96%); Joplin, Mo. (2.10%); Pocatello, Idaho (7.14%); and Orange, Calif. (5.97%), and completion is expected by Sept. 15, 2010. Bids were solicited on May 21, 2001, and two bids were received. Cox Commercial LP, Austin, Texas, is being awarded a $25,022,000 construction contract for the renovation of six historic barracks to current barracks standards. The renovation of one set of historic barracks will be an optional bidding item. The project includes, but is not limited to, reconfiguration of rooms, addition of kitchenettes, rewiring, replumbing, new fan coil units, renovating mechanical and laundry rooms, addition of storage units, repair and replacement of windows, minor exterior finish, sidewalk repair and seismic reinforcing. Work will be performed at Fort Riley, Kan., and completion is expected by Sept. 28, 2002. Of the total contract funds, $14,298,285 will expire at the end of the current fiscal year. NAVY
Lockheed Martin Space Systems Co., Sunnyvale, Calif., is being awarded $25,400,000 to exercise an option on a previously awarded cost-plus-incentive-fee contract (N00030-01-C-0100). This option allows for the procurement of additional hardware and/or memorandum of requalification agreement (MORA) effort based on negotiated values for the hardware and MORA effort under the fiscal year 2001 Trident II (D5) Missile Production Item 0001. Work will be performed in Sunnyvale, Calif., and is expected to be completed by September 2004. Contract funds will not expire at the end of the current fiscal year. The contract was not competitively procured. The Navy's Strategic Systems Programs, Washington, D.C., is the contracting activity.
Atkins Benham Constructors Inc., Oklahoma City, Okla., is being awarded a $19,698,968 firm-fixed-price contract for design and construction of an intelligence and reconnaissance laboratory at the Air Force Research Laboratory, Rome, N.Y. The work to be performed provides for the design and construction of a 105,800-square foot new addition to house electronics research laboratory space, engineering support, administrative and storage areas. The project also includes necessary infrastructure upgrades to electrical, mechanical and structural systems. Work will be performed in Rome, N.Y., and is expected to be completed by June 2003. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured via the NAVFAC e-solicitation website, using the two-phase design build process. Five firms responded in Phase I. Of the five responses received from Phase I, only three firms were invited to submit technical and price proposals in Phase II. AIR FORCE
IT Corp., Knoxville, Tenn., is being awarded a $25,000,000 firm-fixed-price contract to provide for Air Force Institute for Environment, Safety and Occupational Health Risk Analysis. The work is expected to be completed September 2005. There were 17 proposals received. Solicitation began January 2001; negotiations were completed September 2001. AeroAstro Inc., Herndon, Va., is being is being awarded an $11,166,667 cost-plus-award-fee contract to provide for Space Test Program Satellite One acquisition to procure spacecraft design, build, integration and test; experiment-to-spacecraft integration and test; support to the launch vehicle integration and test; launch support; and on-orbit operations support required to achieve Space Test Program Satellite One mission objectives. The work is expected to be completed November 2005. There were five firms solicited and seven proposals received. Solicitation began February 2001; negotiations were completed September 2001. The Air Force is modifying a $10,000,000 firm-fixed-price contract with the Advanced Extremely High Frequency (AEHF) National Team, comprised of Lockheed Martin Corp., Sunnyvale, Calif.; TRW Inc., Redondo Beach, Calif.; and Boeing Satellites and Space, El Segundo, Calif. This action provides for additional preliminary design effort and extends the system definition phase of the AEHF Satellite Communication System Program through the end of September 2001. The AEHF system provides secure, survivable communications to warfighters during all levels of conflict and is the protected backbone of the Department of Defense's military satellite communication architecture. The work will be performed at Lockheed Martin Missiles and Space, Sunnyvale, Calif. (33%); TRW Inc., Redondo Beach, Calif. (60%); and Boeing, El Segundo, Calif. (7%). The Space and Missile Systems Center, Los Angeles, Calif., is the contracting activity.
Lockheed Martin Services Inc., Las Vegas, Nev., is being awarded a $5,932,912 cost-plus-incentive-fee contract to provide for services for operation and maintenance (O&M) of full-scale aerial targets at Tyndall Air Force Base, Fla., and Holloman Air Force Base, N.M., and O&M of subscale aerial targets, drone control, the Communications and Scoring System, Gulf Range Drone Control System, and the airborne platform/telemetry relay at Tyndall Air Force Base, Fla. The initial base action, for work beginning Sept. 11, 2001, through Nov. 9, 2001, shall not exceed $25,000,000 and includes assistance in structural investigation, providing debris removal, performing all temporary support to stabilize the structure, providing all hazardous material removal, providing labor and material to support other federal, state and local agencies involved and starting Wedge 1 restoration efforts. This initial authorization will be increased approximately every 60 days to authorize the restoration of Wedge 1 to its state as of Sept. 10, 2001, in accordance with contract DACA31-98-D-0059. Additionally, the contractor will ensure the structural integrity of areas within Wedge 2 and provide for a suitable building shell for core and tenant fit-out construction by the Wedges 2-5 contractor. This initial authorization will be increased following full access to the building for design integration services such as technical review, test reports, materials evaluation, environmental evaluation and elements of overall design of the reconstruction.
